Application for registration.—Every developer executing agreements for sale carrying on the execution of agreements for sale shall make an application for registration to the Collector in Form E, within seven days of the commencement of these rules, accompanied by a fee of twenty rupees and a statement of every refund application held by him on the date of the application, and shall keep a copy of the application and of the statement for one hundred and eighty days from that date.
