Surrender of certificate.—Every designated consumer who ceases to carry on the consumption of energy by a designated consumer shall, within sixty days of such cessation, surrender the certificate of registration to the State Commission in person or by registered post, and shall inform it in Form V of the manner in which every storage tank held by him has been disposed of.
