Application for registration.—Every handwriting expert carrying on the examination of documents as an expert shall make an application for registration to the Registrar in Form C, within twenty-one days of the commencement of these rules, accompanied by a fee of ten rupees and a statement of every record held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
