Application for registration.—Every commission agent in a market carrying on the business of a commission agent in a market shall make an application for registration to the Seed Certification Agency in Form H, within thirty days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every planting material held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
