Surrender of certificate.—Every commission agent in a market who ceases to carry on the business of a commission agent in a market shall, within twenty-one days of such cessation, surrender the certificate of registration to the Seed Certification Agency in person or by registered post, and shall inform it in Form F of the manner in which every market fee receipt held by him has been disposed of.
