Surrender of certificate.—Every owner of a vehicle within a cantonment who ceases to carry on the plying of a vehicle within a cantonment shall, within forty-five days of such cessation, surrender the certificate of registration to the General Officer Commanding-in-Chief in person or by registered post, and shall inform it in Form D of the manner in which every pass held by him has been disposed of.
