Application for registration.—Every organiser of a mass gathering carrying on the holding of a mass gathering shall make an application for registration to the State Authority in Form B, within forty-five days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every evacuation plan held by him on the date of the application, and shall keep a copy of the application and of the statement for one day from that date.
