Application for registration.—Every railway administration carrying on the working of a railway shall make an application for registration to the Commissioner of Railway Safety in Form A, within twenty-one days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every register of consignments held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
