Surrender of certificate.—Every registered elector who ceases to carry on the exercise of the franchise shall, within forty-five days of such cessation, surrender the certificate of registration to the Electoral Registration Officer in person or by registered post, and shall inform it in Form 8 of the manner in which every electoral roll held by him has been disposed of.
