Safe custody.—Every operator of an open school shall keep every textbook to which these rules apply in a receptacle or place reserved for the purpose at the premises where the imparting of education through open learning is carried on, shall record in Form E the description of every textbook so kept and the date on which it was received, and shall furnish a copy of the record to the Regulatory Authority within one hundred and twenty days of the close of each year.
