Application for registration.—Every operator of a shelter for the homeless carrying on the running of a shelter for the homeless shall make an application for registration to the State Commissioner in Form II, within sixty days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every facility held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
