Surrender of certificate.—Every operator of a shelter for the homeless who ceases to carry on the running of a shelter for the homeless shall, within seven days of such cessation, surrender the certificate of registration to the State Commissioner in person or by registered post, and shall inform it in Form III of the manner in which every hostel held by him has been disposed of.
