Surrender of certificate.—Every petty food manufacturer who ceases to carry on the manufacture of food on a petty scale shall, within twenty-one days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form E of the manner in which every label held by him has been disposed of.
