Safe custody.—Every recipient of foreign contribution shall keep every export order to which these rules apply in a receptacle or place reserved for the purpose at the premises where the receipt of foreign contribution is carried on, shall record in Form ANF-3A the description of every export order so kept and the date on which it was received, and shall furnish a copy of the record to the Export Promotion Council within thirty days of the close of each year.
