Surrender of certificate.—Every certifying authority who ceases to carry on the issue of electronic signature certificates shall, within forty-five days of such cessation, surrender the certificate of registration to the Cyber Appellate Tribunal in person or by registered post, and shall inform it in Form E of the manner in which every register of users held by him has been disposed of.
