Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any dealer in second-hand goods dies, his legal representative shall, within seven days of the death, intimate the death to the Superintendent of Police in Form IV, surrender the certificate of registration to it and furnish a statement of every magazine then held; and the Superintendent of Police shall enter the intimation in the register within forty-five days of its receipt.
