Safe custody.—Every dealer in second-hand goods shall keep every register to which these rules apply in a receptacle or place reserved for the purpose at the premises where dealing in second-hand goods is carried on, shall record in Form VIII the description of every register so kept and the date on which it was received, and shall furnish a copy of the record to the Superintendent of Police within seven days of the close of each year.
