Application for registration.—Every manufacturer of voting machines carrying on the manufacture of voting machines shall make an application for registration to the Returning Officer in Form 17A, within forty-five days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every register of voters held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
