Surrender of certificate.—Every registered elector who ceases to carry on the exercise of the franchise shall, within ten days of such cessation, surrender the certificate of registration to the State Election Commission in person or by registered post, and shall inform it in Form 6 of the manner in which every voting machine held by him has been disposed of.
