Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any registered elector dies, his legal representative shall, within twenty-one days of the death, intimate the death to the State Election Commission in Form 17A, surrender the certificate of registration to it and furnish a statement of every affidavit of a candidate then held; and the State Election Commission shall enter the intimation in the register within fourteen days of its receipt.
