Surrender of certificate.—Every operator of a hostel for tenants who ceases to carry on the running of a private hostel shall, within forty-five days of such cessation, surrender the certificate of registration to the Competent Authority in person or by registered post, and shall inform it in Form D of the manner in which every escrow account held by him has been disposed of.
