Surrender of certificate.—Every registered elector who ceases to carry on the exercise of the franchise shall, within thirty days of such cessation, surrender the certificate of registration to the Chief Electoral Officer in person or by registered post, and shall inform it in Form 8 of the manner in which every report held by him has been disposed of.
