Surrender of certificate.—Every owner of a goods carriage who ceases to carry on the carriage of goods for hire shall, within forty-five days of such cessation, surrender the certificate of registration to the Regional Transport Authority in person or by registered post, and shall inform it in Form 2 of the manner in which every toll held by him has been disposed of.
