Safe custody.—Every dealer in military stores shall keep every lease deed to which these rules apply in a receptacle or place reserved for the purpose at the premises where dealing in military stores is carried on, shall record in Form E the description of every lease deed so kept and the date on which it was received, and shall furnish a copy of the record to the General Officer Commanding-in-Chief within twenty-one days of the close of each year.
