Application for registration.—Every shipping agent reporting crew carrying on the reporting of crew arriving in India shall make an application for registration to the passport authority in Form S, within forty-five days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every emigration clearance held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
