Surrender of certificate.—Every dealer in second-hand goods who ceases to carry on dealing in second-hand goods shall, within ten days of such cessation, surrender the certificate of registration to the Superintendent of Police in person or by registered post, and shall inform it in Form IV of the manner in which every firearm held by him has been disposed of.
