Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the owner of a tractor plying for hire shall apply to the Gram Panchayat in Form 2 for a duplicate, accompanied by a fee of ten rupees, and the Gram Panchayat shall issue a duplicate certificate marked as such within forty-five days of the application.
