Surrender of certificate.—Every owner of a tractor plying for hire who ceases to carry on the plying of a tractor for hire shall, within thirty days of such cessation, surrender the certificate of registration to the Gram Panchayat in person or by registered post, and shall inform it in Form 1 of the manner in which every register of buildings held by him has been disposed of.
