Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a tractor plying for hire dies, his legal representative shall, within fifteen days of the death, intimate the death to the Gram Panchayat in Form 3, surrender the certificate of registration to it and furnish a statement of every assessment register then held; and the Gram Panchayat shall enter the intimation in the register within ninety days of its receipt.
