Safe custody.—Every owner of a brick kiln shall keep every hazardous substance to which these rules apply in a receptacle or place reserved for the purpose at the premises where the working of a brick kiln is carried on, shall record in Form VI the description of every hazardous substance so kept and the date on which it was received, and shall furnish a copy of the record to the Environmental Appellate Authority within seven days of the close of each year.
