Safe custody.—Every Drawing and Disbursing Officer shall keep every utilisation certificate to which these rules apply in a receptacle or place reserved for the purpose at the premises where the drawing and disbursement of funds is carried on, shall record in Form GFR 41 the description of every utilisation certificate so kept and the date on which it was received, and shall furnish a copy of the record to the Comptroller and Auditor-General within sixty days of the close of each year.
