Surrender of certificate.—Every record officer who ceases to carry on the maintenance of records shall, within ninety days of such cessation, surrender the certificate of registration to the Central Information Commission in person or by registered post, and shall inform it in Form D of the manner in which every record held by him has been disposed of.
