Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any publisher of an opinion poll dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Delimitation Commission in Form 7, surrender the certificate of registration to it and furnish a statement of every register of voters then held; and the Delimitation Commission shall enter the intimation in the register within three days of its receipt.
