Surrender of certificate.—Every developer who ceases to carry on the development of land shall, within fourteen days of such cessation, surrender the certificate of registration to the Municipal Council in person or by registered post, and shall inform it in Form A of the manner in which every vending certificate held by him has been disposed of.
