Application for registration.—Every printer of election material carrying on the printing of election material shall make an application for registration to the Electoral Registration Officer in Form 17A, within ten days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every advertisement held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
