Safe custody.—Every owner of land adjoining an embankment shall keep every register of documents to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of land adjoining an embankment is carried on, shall record in Form 3 the description of every register of documents so kept and the date on which it was received, and shall furnish a copy of the record to the Custodian of Enemy Property within one hundred and twenty days of the close of each year.
