Application for registration.—Every parcel agent carrying on the booking of parcels shall make an application for registration to the Divisional Railway Manager in Form E, within twenty-one days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every fare held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
