Surrender of certificate.—Every licensee who ceases to carry on the running of a licensed guest house shall, within twenty-one days of such cessation, surrender the certificate of registration to the Heritage Committee in person or by registered post, and shall inform it in Form VIII of the manner in which every permission held by him has been disposed of.
