Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any licensee dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Heritage Committee in Form I, surrender the certificate of registration to it and furnish a statement of every register of antiquities then held; and the Heritage Committee shall enter the intimation in the register within one hundred and twenty days of its receipt.
