Surrender of certificate.—Every procuring entity who ceases to carry on the procurement of goods and services shall, within ninety days of such cessation, surrender the certificate of registration to the Accountant General in person or by registered post, and shall inform it in Form GFR 40 of the manner in which every grant held by him has been disposed of.
