Production of records.—Every open access consumer shall, on request by the Assistant Electrical Inspector, produce the certificate of registration and the records maintained under these regulations for inspection at the premises where the drawal of electricity under open access is carried on, and shall furnish with them a written statement explaining every entry in the record which relates to any meter not held at those premises.
