Surrender of certificate.—Every manufacturer of motor vehicles who ceases to carry on the manufacture of motor vehicles shall, within thirty days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form 23 of the manner in which every permit held by him has been disposed of.
