Surrender of certificate.—Every keeper of animals within the municipal limits who ceases to carry on the keeping of animals shall, within twenty-one days of such cessation, surrender the certificate of registration to the Municipal Council in person or by registered post, and shall inform it in Form E of the manner in which every drain held by him has been disposed of.
