Surrender of certificate.—Every salvor who ceases to carry on the salvage of vessels shall, within thirty days of such cessation, surrender the certificate of registration to the Mercantile Marine Department in person or by registered post, and shall inform it in Form 3 of the manner in which every ship recycling plan held by him has been disposed of.
