Safe custody.—Every publisher of a report of proceedings of the Legislature shall keep every affidavit of a candidate to which these rules apply in a receptacle or place reserved for the purpose at the premises where the publication of reports of proceedings is carried on, shall record in Form 2B the description of every affidavit of a candidate so kept and the date on which it was received, and shall furnish a copy of the record to the Chief Electoral Officer within fourteen days of the close of each year.
