Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any publisher of a report of proceedings of the Legislature dies, his legal representative shall, within fourteen days of the death, intimate the death to the Chief Electoral Officer in Form 2A, surrender the certificate of registration to it and furnish a statement of every account of election expenses then held; and the Chief Electoral Officer shall enter the intimation in the register within twenty-one days of its receipt.
