Surrender of certificate.—Every authorised entity who ceases to carry on the establishment of a telecommunication network shall, within twenty-one days of such cessation, surrender the certificate of registration to the Universal Service Obligation Fund in person or by registered post, and shall inform it in Form C of the manner in which every wireless equipment held by him has been disposed of.
