Surrender of certificate.—Every Drawing and Disbursing Officer who ceases to carry on the drawing and disbursement of funds shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Finance Commission in person or by registered post, and shall inform it in Form GFR 19 of the manner in which every audit report held by him has been disposed of.
