Application for registration.—Every Drawing and Disbursing Officer carrying on the drawing and disbursement of funds shall make an application for registration to the Finance Commission in Form GFR 21, within sixty days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every register of contracts held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
