Conditions of registration.—Every registrar to an issue shall carry on the business of a registrar to an issue only at the premises specified in the certificate of registration, shall keep every offer document in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such offer document for inspection on request by the Chief General Manager, and shall not part with the certificate of registration to any other person.
